Requirements of Charge Controller Description Unit Qty Integrated cabinet (IP 55) with Solar Charge Controller and Load controller modules; central monitoring and control module; Battery Distribution board and DC Power Distribution Board (DCPDB) with all necessary interconnections all complete as per technical specification. Set 35 Spare Solar charge controller and Load controller modules(one set shall comprise the number of modules accommodated in the cabinet as per technical specification) Set 25 Spare Control and Monitoring Module of Solar Charge Controller Set 5 Total: 65 Sets(Each project sets consists of around 8.2 to 8.5 kWp PV array designed at 48V DC system and Total Size of controller would be = PV Capacity*1.25 = 8.5*1.25 kW= 10.6 kW maximum and individual capacity of charge controller would be 40A to 100A) Therefore, each project site or set can have 75A*3 no MPPT solar charge controller designed at -48V DC for telecom operation and total 75A MPPT charge controller = 3*65=195 sets Criteria of Manufacturer that must meet are as follows: 1. The Manufacturer of MPPT solar charge controller shall have manufacturing experience for at least FIVE (5) 2. Supply record of MPPT Solar Charge Controller Module having capacity 40A or higher and supplied to at least three (3) different telecom operators or user administrations from three (3) different countries.   Technical Specifications: 3.0 Integrated Cabinet (IP55) 3.1 Integrated cabinet (IP55) shall be standard floor standing outdoor type and shall be made of galvanized steel powder coated acid proof non- corrosive metal sheet of at least 1.5 mm thickness painted with light grey color. The cabinet shall be designed with forced air cooling facility. The speed of the cooling fan shall be temperature controlled as per manufacturer's recommendation. The replaceable and washable filters shall be provided in air-inlet/outlet side of the cabinet. The cabinet shall have doors for ease of access to repair and replacement of equipment (Solar charge controller and Load controller modules, central control and monitoring module, battery distribution board, DC Power Distribution Board and other telecom equipment and accessories etc.) installed inside the cabinet. The doors of the cabinet shall have three-point locking system providing protection against theft. The floor (base) of the cabinet shall be PCC with M20 grade cement concrete to withstand the load of the cabinet with charge controllers and load controllers, battery distribution board, DCPDB and other telecom equipment and accessories as per the requirement. The cabinet shall have sufficient space (Sufficient additional space for the installation of Telecom equipment inside the IP 55 cabinet must be provided. The dimension of Telecom equipment to be installed in the IP 55 Cabinet is 18U X 19 inch X 320 mm) in addition to solar charge controller and load controller space with DC distribution and load distribution. The back panel of the standard cabinet shall have provision for the maintenance of Telecom equipment. 4.0 Solar Charge Controller The bidder shall state the following for offered Solar Charge Controller with Model No. of offered Solar Charge Controller Module, Number of Charge Controller Modules offered per site,Individual Charge Controller module capacity (A). 4.1* The offered Charge controller shall be multiple units depending on its capacity as per requirement. It shall be hot pluggable and modular design which shall be mounted in integrated IP55 standard floor standing cabinet as specified in clause No. 3.1 of this section. It shall be used as a power handling device to handle the DC power from solar source for charging the battery banks. 4.1.1 The charging capacity of individual solar charge controller modules in the system shall be 40A to 100A. 4.1.2 Solar charge controller shall be rated at -48Vdc output. 4.1.3 Maximum solar input voltage of the solar charge controller shall be 145Vdc to 150Vdc. 4.1.4 Peak Efficiency of the solar charge controller shall be at least 96%. 4.2 The Solar Charge controller shall have following characteristics and provide the functions listed below. 4.2.1 The offered charge controller shall have the double pole connection point towards the output of battery distribution board through which two separate battery banks shall be connected. 4.2.2 A terminal panel providing connections for power and signal lines. 4.2.3* The battery charging algorithm shall be Maximum Power Point Tracking (MPPT) charging algorithm. The main function of charge controller is to regulate the flow of electricity from the photovoltaic panels to the Battery. In PV systems with Battery, the Battery must be protected from overcharging and be maintained at fully charged state. 4.2.4 The offered Charge controller shall have sensor and sensor port to detect the temperature of battery bank. 4.2.5 The offered Charge controller shall have a connection point for positive grounding and that grounding point should have connection to all the positive terminals of Solar Charge Controllers connected in parallel as per requirement. 4.2.6 The Charge controller shall be capable of carrying a battery charging current and load current as per the requirement. The Solar Charge Controller's power ratings shall be 1.25 times greater than the actual requirements. 4.2.7 The Charge controller shall include measuring instruments (digital) or central control and monitoring module shall be able to monitor solar array voltage, battery voltage, load (output) voltage, battery charging current and load current without disconnection of the load or battery. 4.2.8 The Charge controller or central control and monitoring module shall have alarm/displays to indicate the followings: 4.2.8.1 Load disconnection 4.2.8.2 Battery on charge 4.2.8.3 Battery on discharge. 4.2.9 Under no condition during the Solar Charge Controller’s operation shall any reverse current flow from the battery to the array. 4.2.10 The Charge controller shall be provided with surge protectors, lighting protector, and positive terminal ground. 4.2.11 Cable entry glands shall be provided from the bottom side of the cabinet while mounted in a vertical position. In order to facilitate cable entry and termination, adequate space between cable entry side of the cabinet and cable terminating board, shall be provided. 4.2.12 The Charge controller shall be provided with reverse polarity protection, short circuit protection, over current protection, lightening & transient protection as well as reverse current protection from battery to solar at night. 4.2.13 The charge controller module itself (in case of damage or removal of central control and monitoring module) shall be capable of charging the battery in current limit mode as per requirement. No individual solar charge controller module shall go into overload during the normal and/ or fault on any other parallel connected modules. 4.2.14 Central control and monitoring module shall support, control and monitor the operation of all parallel connected charge controllers. Central control and monitoring module shall be able to measure solar array voltage, battery voltage, load (output) voltage, battery charging current and load current without disconnection of the load or battery. 4.2.15 Even different types of provided protections (lightening and surge) of proposed Charge controller and load controller will be properly connected, and in case of damage due to lightening or surge will be found during the warranty and extended warranty period, it should be replaced by the supplier at no cost. 4.2.16 The offered Solar power system and Maintenance Free Deep Cycle VRLA Tubular Gel Battery shall be marked in a permanent and legible manner with: The sign “Property of xxx” and xxx logo along with the contract number (to be finalized during signing of the contract). 5 Load Controller The offered load controller shall be mounted in the Integrated cabinet (IP55) and shall have two independent load output points each having configurable cutoff voltage. The first output (stage I cut-off) shall be assigned for the BTS, exchange etc. as secondary load having low voltage disconnect (LVD-1) set at -46 VDC (shall be adjustable within ±2V). The second output (stage II cut-off) shall be assigned for the Transmission equipment: Microwave radio, Optical etc. as primary load having low voltage disconnect (LVD-2) set at -44 VDC (shall be adjustable within ±2V). The offered load controller shall supply the -48VDC to telecommunications equipment from the battery source uninterruptedly. The offered load controller shall handle safely at least 40Adc continuously for each group of load. 6 Spare Solar Charge Controller and load controller modules The bidder shall supply and quote for spare charge controller and load controller modules as per section V: Schedule of Supply and Section IV: Price Schedule Form. One set of spare charge controller and load controller modules shall comprise the number of modules offered in the Integrated cabinet (IP55), i.e. if 5 no's of 50A MPPT charge controller modules and 2 no's of 40A load controller modules are offered as per requirement and the total number of quantity required is 25 set as per SOR, then the total number of 50A MPPT charge controller modules required is 5*25=125 no's and total number of 40A load controller modules required is 2*25=50 no's. The capacity and model no. of each spare charge controller module shall be identical and same as the offered charge controller module in the integrated cabinet.
